it is for the calling card industry. site 1 has the ability to recharge existing customer's calling card pin numbers. site 2 wants to link its backend to site 1 so that customers can recharge from site 2. in the backend site 2 connects to site 1 to report any recharging updates because site 1 is the master provider of telecommunications and controls the pin numbers and phone calls. site 2 is a smaller site that just resells the pin numbers and allows customers to recharge on site 1's system.
site 2 is written in php. many of the libraries have already been written, including a basic frontend interface. site 2 uses paypal as a payment processor, so when customers recharge they would be paying with paypal.
money goes to site 2. monies received get reported to site 1 so site 1 can update the master pin record and allow the customer to make calls.
