Add BuddyPress & bbpress to existing WP site

Teacher Community Site
Search Inside Yourself Leadership Institute (siyli.org, built on wordpress) is looking to add a private community area for its members, henceforth "Teacher Community Area".
Core Needed Functionality:
-Creation of sandbox for Teacher Community Area, allowing for testing of plugins, layout, and content not visible to public
-Creation of 5-8 page templates, using wordpress, bbpress, and buddypress. Details to be specified on hire should be familiar to those with buddypress experience: includes need for social connection, profile creation, forum usage, basic static content pages, and permissions to access different forums.
-All pages in the Teacher Community Area accessible only to logged-in users, who have registered and been approved. Login through facebook and google supported.
-Easy management of membership and permissions through wordpress
Design and Feel:
-A smooth, clean, elegant, uncluttered feel. Examples: Huddle Theme, Salutation Theme.
-Development of The Teacher Community Area should not affect the existing siyli.org's content or formatting in any way, aside from a link in the siyli.org navigation menu to the Teacher Community Area.
-Development with a customizable, mobile-responsive theme preferred to allow program staff (who have some proficiency with Wordpress, html, and CSS) to make minor changes in the future. (the Huddle theme, for example, would fit this description). Theme licensing will be reimbursed with prior approval only.
Timing and Budget:
-Full structure initially created and ready for internal alpha testing and content addition by staff by 1/11/2013, feedback sent within 3-4 days, edits finalized and ready for public usage by 1/25/2013
-Additional details to be sent and discussed over skype upon hire
-Staff available regularly over skype for conversations and quick Q&A
-Expectation of 30 hours work for initial development (by 1/11), 15 hours for finalization (between 1/11 and 1/25)
-Ongoing work on this and other projects available to developers who demonstrate good design skill, timeliness, and good responsiveness in communication
Please give time and budget estimates for these additional functionalities, which we will consider based on time and budget requirements:
1. Standard users can upload content to their profiles in pre-defined slots, visible only to them and to administrators (e.g., upload your pdf of Document A here, Document B here, etc.)
2. Standard users can view a checklist of activities when they log in. Their own personal checklists are visible only to them and to administrators. Administrators create the items to be "checked off" which are the same for all standard users. Standard users can simply toggle whether the item is checked "complete" or "incomplete".
