An e-commerce website, originally designed in OS Commerce, has been rebuilt using Joomla and Virtuemart.
The site is almost ready to launch, but the developer has become confused about how to configure VAT for EU and non-EU countries.
What is required is as follows:-
1. Customers purchasing from outside the EU pay no VAT at all
2. Customers purchasing from within the EU pay VAT at 20% on all products except one
3. However, if EU customers enter their EU VAT ID, no VAT is payable

There are about 180 products on the site in 19 categories. CSVI is installed on the site for bulk uploads.
Virtuemart provides an option for EU VAT ID and has an EU mode for tax. The developer that has done the site so far does not know how to implement these.
The site also utilises Rupostel One Page Check...
