I would like a simple Ruby on Rails base site created. You should be able to do 95% of the coding simply by using scaffolding and some popular gems, so hopefully this should be a rather quick project. I don't need any UI design done, and actually would like you to simply use the Web-App-Theme gem to generate the base CSS code.

The site should also use Devise/OAuth/CanCan for user authentication and authorization, and the twitter gem for accessing Twitter API. Other gems used should include will_paginate, mysql2, Haml, and rSpec. However, I am open to suggestions for alternatives if necessary. Ruby on Rails version 3.05 should be used.

I want the user to be able to login, but not register (only an ADMIN user will be able to create user accounts), then be presented with a form that allows them to type up to 140 characters in a "Tweet" entry field, which will be passed on to Twitter when "submitted".
