The problem:

I am running a Tobit regression in STATA (version 9) and would like to cluster the errors.

The cluster function does not work for Tobit in STATA, although it does work
for ivtobit, and Probit.

According to this help-desk email the reason is that the code for ivtobit and Probit commands were written in, ado, and Tobit is written in C - thus, the cluster function doesn't work for Tobit.

I am seeking a STATA programming expert who can find a fix.
