I need an application developed that can run through 120 million coordinates (land and long) and match with 5 million shape files to decide if the coordinates fall inside the shape file. Example: I have a set of 120 million coordinates like the following three - #1: 70.43, -111.65 #2: 64.56, -111.55 #3: 30.44, -111.99 Then I have a shape file like this -   [obscured]  /geoserver/ows?service=WFS&version=1.0.0&request=GetFeature&typeName=FEMA:CURRENT_DISASTER_DECLARATIONS&maxFeatures=5000&outputFormat=SHAPE-ZIP I want to see what layer does the each coordinate fall under.
