I am a Union employee for a large public Water District in California. I am in a specialized field of environmental compliance. In addition to three full time air quality specialists, the district employs a full time outside contractor. Recently, the management of my department asked for "volunteers," not only from my group, but from the entire laboratory staff of 15+ people to perform extra compliance work without overtime pay because of the large workload. The lab staff would be doing work outside their job descriptions. This situation is particularly odd because I am technically paid hourly. So the District wants work above regular assigned tasks without paying overtime. What's more, one of the senior air quality specialists has been on a more than year-long leave/reduced schedule.
