I am looking for attorney or paralegal that can assist me in drafting a complaint for Federal District Court challenging the constitutionality of a Massachusetts state law requiring a "certification of character" by the local police chief in an Application for License to Peddle in Massachusetts. The certification of character requires that an applicant be of "good repute for morals and integrity." See Mass. General Laws Chapter 101. There is no written guideline as to what one must do to be meet the standard. So my contention is that the standard is vague and fails to provide both the police chief and the applicant a precise standard to evaluate an applicant against. In addition, the local police chief has sat on my application for two months, do there is no time requirement for obtaining a response.
