Larry Joseph formed the firm in July 2003 to undertake a pro bono representation that he could not undertake at his prior firm. Before that, except for a 2-year stint at a legal startup in the 1990s, Larry practiced environmental and administrative law with three large firms since 1991.
As an independent, Larry has worked on a wide variety of legal issues for companies, trade associations, and individuals. His regulatory work has focused on Clean Air Act preemption of state and local standards for vehicular emissions, the Data Quality Act, and licensing and rulemaking litigation against state and federal agencies including EPA, HHS, FDA, and DOE. Larry is admitted to practice law in California and the District of Columbia and is a member of the bar of the U.S. Supreme Court, the U.S. Courts of Appeal for the 1st, 2d, 3d, 4th, 5th, 6th, 9th, 10th, 11th, and D.C. Circuits, and U.S. District Courts in California, the District of Columbia and the Western Districts of both Pennsylvania and Michigan. He also has worked with local counsel on a pro hac vice basis in several states including Oregon, Texas, and Virginia.
