You are encouraged to reference fellow freelancer account atcdomainsolutions, as well as the review from latoya8323, before considering doing business with this client...if the client is actually allowed back in the system (their work activity is currently suspended for attempted non-payment).
When I was actively working with this client, atcdomainsolutions was also a team member: with 1 project. After I stopped working with them, he added a 2nd project with them.
In less than a week, he closed/cancelled BOTH contracts with them (the 1st of which was initially designed to be long-term, like mine) due to their "unrealistic expectations of time & budget", many miscommunications, plus lack of: organization, focus, direction, and clarity.
You can see that these issues also negatively impacted even the $115 job reviewed by latoya8323.
After the client agreed to terms, scope, and goals, they attempted not to pay as promised. Fortunately, Payment Protection is designed to insulate honest freelancers. However, this does NOT negate the stress and hassle of having to invest additional time and energy in the dispute resolution process.

It was stunning to encounter hostile and unethical behavior from this client, especially based upon the public persona this client attempts to convey. Again, this is why 3rd party platforms like Elance & oDesk are essential for the protection of reliable freelancers when dealing with otherwise unknown individuals.
The time and work invested with a client on their project cannot be recaptured. Their commitment, via hourly contract, to pay as promised is crucial. Opportunity cost is already high. There is no need for it to become higher by discovering, after the fact, that someone is attempting to steal.
