After completing a Masters of Science in Emergency Management, I developed a personal Emergency Management philosophy: preparedness is the ultimate responsibility of the lowest level of authority and should focus on preparing for the response to, and recover from, those that can not first be mitigated away. I have an all-hazards view of Emergency Management, realizing that it is impossible to plan for every type of emergent event, yet it is possible to categorize and plan for the effects.
Becoming a Certified Emergency Manager (CEMŽ) in 2007 brought together emergency management and general management education with real-world disasters experience. The process also included contributions to the Emergency Management field such as publications, speaking engagements, and teaching opportunities.
I have also consulted local, county, and state entities in the areas of emergency response, emergency management, and pandemic influenza. I have participated in HSEEP-compliant exercises as a Controller or Evaluator, and contributed to the After Action Report for the development of an Improvement Plan. I have also conducted Business Development, in identifying and writing proposals in response to RFPs.
