The work flow that I am used to seeing with startups is:
1 - Ideation
2 - Prototype using off-the-shelf components
3 - Show prototype to customers/investors
4 - Iterate Prototype according to feedback
5 - get funding/preorders
6 - Re-design system for production (custom PCBs, determine supply chain, etc.)
7 - First article for redesigned system is created and tested
8 - Approval of first article
9 - Full production
