I managed democratic services, including committee administration, councillor support services, overview and scrutiny, and electoral services. I was appointed as the Council's Deputy Returning Officer. I provided procedural, legislative and constitutional information and advice to councillors, officers and the public. I ensured that formal and other written documentation produced by the Democratic Services Team was produced to a high standard, met legal requirements, and met the needs of different customers. I was responsible for a wide range of information including briefing papers, formal reports, user guides, annual reports, service plans, election documents, customer advice, business letters and historical records.

I joined Breckland District Council in June 1995 as an Admin Assistant, and I was promoted in May 1996, June 1997, and finally, in 2001, to Senior Committee Manager. I provided committee administration support to a variety of Committees, primarily the Cabinet (lead decision making body of councillors). I played a key role in implementing fundamental changes to the democratic process following the introduction of the Local Government Act 2000. This included developing the Forward Plan process, reviewing report and agenda format, developing councillor 'job descriptions', and developing the Team's Service Plan. I wrote and edited content for the weekly Information Bulletin for Members. I was a founding member of the Staff Newsletter Editorial Team. As part of this team, I worked to get the newsletter established, developed the format and ensured that it was published monthly, in addition to the day job. I also wrote articles and edited content submitted by others. I was also a member of many corporate groups, including the Job Evaluation Panel, the IS/IT Lead Officer Group, the Information Systems Project Board, the Website Development Team, the Performance Appraisal System Development Team and a project team carrying out a corporate project prioritisation exercise.
Payment Terms
In general, I prefer fixed price projects. Fixed price projects must be Escrow funded in advance.

I will consider hourly projects and using Workview.

I take a reasonable and flexible approach to deadlines and milestones. I prefer multiple milestones to be established for larger projects.

I will only accept payment via Elance.
